Respectfully, the distinction between "no-go zones" and "semi-autonomous sectors" is meaningless, and distancing yourself from the concept of "no-go zones" will be, and has been (see a recent Bloomberg article), pointed to by the mendacious Leftist establishment as a concession that there is no unusual problem with enforcing the law in Muslim neighborhoods.

Of course, the French authorities could, in an emergency, assert temporary control in these areas through a massive show of force, but that is not how day-to-day law enforcement works. If the government has to send in a SWAT battalion to exercise authority somewhere, it has effectively lost control of that area, whether one calls the area a "no-go zone" or a "sem-autonomous sector."
