الحسبة The new ISIS twist on the old Saudi religious police

I want to bring to your attention an old Islamic tradition now adopted by ISIS'ISIL/IS under an old and different name and it is called الحسبة and it not very different from the religious police in Saudi Arabia and it is based on the Quranic كُنْتُمْ خَيْرَ أُمَّةٍ أُخْرِجَتْ لِلنَّاسِ تَأْمُرُونَ بِالْمَعْرُوفِ وَتَنْهَوْنَ عَنِ الْمُنْكَرِ وَتُؤْمِنُونَ بِاللَّهِ

Or You are the best nation (Muslims) created (by Allah) for the people (humanity) you order what is good and you forbid what is not allowed and you believe in Allah

The word الحسبة means the counting but like any thing in Islam there is a catch

أما في الإصطلاح فقد عرفها جمهور الفقهاء بأنها :

ولاية دينية يقوم ولي الأمر - الحاكم - بمقتضاها بتعيين من يتولى مهمة الأمر بالمعروف إذا أظهر الناس تركه، والنهي عن المنكر

Or and I'm just paraphrasing al-Hisba means a religious state where the governor delegates who would be in charge with what it good and if people abandon it (what is good) he will end it because it is forbidden (to abandon what is good)

It really is no more than the religious police in Saudi Arabia and for more information about this Islamic State الحسبة or al-Hisba here is a good link that explains it very well
