I'm inclined to support strategically ISIS formation of a new Arab state formed out of Syria and Iraq - on the condition that Palestinian "refugees" be granted full citizenship thereof.

The "terrorist" danger - perhaps - can be suppressed by forcing the Gulf states from supplying the Islamist militants with cheap & effective anti-tank and anti-aircraft weapons. What these ISIS "terrorists" are creating,an Arab state out of Syria and Iraq, will be Sunni-a great 'Bismarkian" balance against Shia's Iran, and the Shia'a remaining populations in Iraq; and Kirkuk should revert to greater Kurdistan,which already is a fact-on-the-ground in spite of Turkey's opposition.

Incidentally, Turks in Germany have dual citizenship; Israelis should have such dual citizenship if the "settle" in the West Bank under whatever sovereignty the West Bank assumes subsequently.

Similarly, Israelis Arabs ("Palestinians") should also be granted dual citizenship- subject to whatever subsequent non-Israeli jurisdiction the West Bank acquires in the future.

As far as I know no one considered the strategic benefits of such a policy involving dual citizenships of Israelis and Palestinians; of course, no Arab Palestinians outside Israel are to have Israelis citizenship,and no Jewish Israelis are to have in a future part of Palestine that will not be a part of Israel proper.
