Is this really a big deal?

If I remember correctly, the VOA, while receiving taxpayer money, has usually considered itself an entity apart from the rest of the apparatus, and one which prides itself on its standards of journalism. (Whether or not it deserves the reputation it believes it possesses is another story.)

I've never worked for them, so I don't have an inside scoop, but it seems as if VOA doesn't believe itself to be a channel for government opinion -- except for the editorial, which is announced as such. It has fought administrations quite a few times before on this and similar issues. So where do you expect oversight to come from? Who/what organization is supposed to manage the "voice" of any US administration?
