ZUS is a designation assigned to certain neighborhoods by the "Prefecture" (same as the office of the governor except they are not elected) which triggers as mentioned above more Police & gendarmerie units on the area as well as priority on funding from the regions, government and EU. true those tend to be were immigrants are mostly housed and because of bad public policies over the last 30 years, unemployment, precarity and yes, above-average crime rates tend to be very common there. But by no means this makes the "ZUS" the French equivalent of Saader city or Falujah!!...
