You didn't read his post properly before inferring he was talking about Canada. In any event the stand-off with police is relatively new and Tester might not have experienced it. The phenomenon of aread too unsafe for policing is possibly emerging in other countries too. I am aware of parts of London that the local police have pretty much given up on, although I believe it is not too late to pick up the slack in those areas.
