Anyone can buy a licence to operate a cab. The owner drives one shift (Mon-Fri days for example) and leases it for two or more other shifts. The company helps him man his cab in the times he's not behind the wheel. Cab owners are notoriously free to do as they please: witness the mulitple efforts to get rude NY cabbies off the streets. They own the cab!

Licenses to pick up at the airport are separate and are bought from the ariport authority. That authority sets rules for picking up fares and can revoke the permit by returning the yearly cost which they can probably pro-rate.

Well, that's how it was when I drove cab in Vancouver. It was kind of fun.
