Dear Reza,

During the life time of Muhammed, peace upon him, first Islamic state was established so that Muslims could practice Islam without being killed by pagan Arabs. During that time Allah gave an order dictates that non-believers to be killed wherever they were seen. It was necessary to keep order and unite Arab tribes. After achieving this mission Allah gave another order saying that there is no compulsory conversion in Islam. After this any brutal punishments can not be supported by Quran.

14th century ago pagans had difficulty to understand life after death, one God instead of many ones. It was really difficult times for both Muslims and non-Muslims. Some tribes were destroyed some of them accepted an agreement to pay tax. Later on all of them were united.
Our messenger was used to do peace agreement whenever it is possible. This is common features of messengers of God of Abraham. Many pagans were converted to Islam due to peace agreements not holly fights. Any one who reads Islamic history knows this very well.

In the mankind history millions of people have been killed to protect many kingdoms, empires or democratic states. All states have laws to assure the safety of their citizens and the continuity of the their values. The instinct of protection shouldn't convert society into brutal regimes.

Being a Muslim is difficult that's why our messenger called it as big Jihad. Some people might fail it. Should we kill them or give time to realise their mistakes. On the long run they may not. Allah says hell will be full of humans. At least non-believers may enjoy their life on earth. Allah created them not other God. We need to show mercy for them. If we do not want them poison belivers they can send to any other country. There are many solutions other than killing them.

Allah want us to obey rules given in Quran but doesn't dictate how the society to be governed. Kingdom or democratic state where the people can elect their leaders. It depends on the choice of people. Some Islamic leaders choose easy way, which will fail on the long run, by giving orders to kill innocent people for the name of Islam. This is a shame for Muslims who don't read and know history of Islam and Quran.
