A pluralistic Palestinian Authority society. Is it possible?

I agree with Daniel Pipes that it sounds good, but how many Palestinians stand behind Salam Fayyad?
How would this arrangement be implemented? Once free of Israeli constraints, how effective will the Dayton-trained Palestinian Police prove to be, or wish to be, in counteracting terrorist and other attacks on Jews? Or, will it be like life in historical Russia and Poland with pogroms as a fact of life and little or no protection from the state-apparatus?
From Israel's experience since the 1993 Oslo Accords, how much faith can we have in the words of any one politician? International "policing" by UNIFIL as witnessed since the end of the 2nd Lebanon War has been equally ineffective. I would like to believe in Fayyad's proposal but the outlook appears bleak to me.
