Prior to the next suicide bombing, Israel should announce a policy of collective punishment. Since the suicide attacks are aimed at innocents, after the next bombing a responding attack should be aimed at the village or neighborhood of the bomber, utilizing the ration established by this prisoner exchange

A person willing to die for those he loves will be reluctant to do so if he knows that they will suffer swift and deadly retaliation.
