Not So Simple

Whether Bush was aware of the Balfour document or not is immaterial. The defining document is the UN's 1947 Partition Plan which called for separate Arab and Jewish territories in the area known as Palestine. For political reasons Ben-Gurion jumped the gun and declared a state in 1948 leaving the Arab territory in disarray----and the rest is history. It was always the intent to have two nations carved out of the area, one Arab, one Jewish----it's just taking longer than expected to get the other nation going.
