The defining document is the UN's 1947 Partition Plan which called for separate Arab and Jewish territories in the area known as Palestine. For political reasons Ben-Gurion jumped the gun and declared a state in 1948 leaving the Arab territory in disarray----and the rest is history. It was always the intent to have two nations carved out of the area, one Arab, one Jewish----it's just taking longer than expected to get the other nation going.
