I think this is a really useful tool, and it's even non-violent. People cry out for non-violent solutions, yet hesitate to use them when suggested. And I think the most direct effect will be one not mentioned by Mr. Pipes.
A 12- or 24-hour cut in response to every attack (no matter the origin) should set the civilians in Gaza fuming over those stupid rockets, and increase the demand that Hamas acts like a responsible government, not a terrorist organisation.
Of course, destroying rocket launchers also makes sense. But by generating an immediate effect on civilians, the link between Hamas behaviour towards its neighbours and the suffering in Gaza will be made clear to everyone. That should provoke quite effective "Stop the rockets" demonstrations inside the area.
And Israel keeps the moral high ground by not letting herself be provoked to excessive military responses.
