If allah was god then why would he allow people to kill innocent people? I will tell you why. This temporary life is a test for all human beings and if people choose to kill innocent people then those will be punished. The difference between humans and animals is that animals have instinctts; they do what they are supposed to do, humans have the choice. Although Allah (SWT) has created us, we have the choice of being good or bad, and if we choose to be bad then we will be punished. Allah does not force people to kill innocent people. If people are dying of hunger, for example, there are many many people who have the money to save them, so it is a test to see if they do.
