"What size disaster must occur to inspire a serious approach to counterterrorism?"

There is no disaster great enough to "inspire" a clueless idiot. We are a ship adrift upon a dangerous sea of bottomless ignorance, in a fog of stupidity.

No amount of finger pointing and passing the buck can excuse such gross incompetence.

Their inability to learn from events of the past decade shows them to be learning impaired beyond repair.
