Klew, the only way that would work is if civilians work in tandem with the police and other security forces. I think there could be a place for that but there would need to be basic guidelines and training. Otherwise the result would be a free for all and a breakdown of the rule of law. Here in Australia we have trained volunteers in our emergency services. Part of that training includes how to handle a terrorist situation, though no guns are involved. If they were, then the training would need to be stepped up accordingly.

With those provisos, the scheme could be a worthy one. The tone of your and the original post is somewhat gung-ho on the use of guns. It doesn't show any reflection on precautions that would be needed. Hence my alarmed reading of it.
