Simple. If a terrorist goes bulldozing our civilians like what just happened in Jerusalem, that's who we fire at.

Likewise, if another one goes on a rampage and starts gunning down defenseless people in the Jewish Federation offices of Seattle, that's who we fire at.

Had the passengers of the flights involved in 911 gotten access to guns, the outcome would surely have been more akin to United Airlines Flight 93, if not better.

Oh, and your presumption is wrong.
