How do you decide who to fire at?

This sounds to me like a prescription for anti-Muslim vigilantes to go on the rampage. How would bearing arms have helped on sep11? Or in Madrid or London? The guns are useless in direct self defense so presumably they will be used in an indiscriminate attack on "suspicious-looking people of middle eastern origin" or "Muslims" for short. Please tell me I'm misunderstanding this comment.
