What you say is true up to a point, but after nearly 40 years of occupying Gaza and the West Bank nothing is working. In light of this the current Israeli regime is on a new tact originally formulated by Sharon. And that tact is the creation of a garrison state. By withdrawing from Gaza and eventually the West Bank world opinion will be more with Israel as they assume a defensive posture. When you occupy a territory even a defensive move is seen as an offensive ploy. With a garrison state, secured by a "fence", any aggressive tactics by the Palestinians can now be met with superior power and the world may not condemn the action. It's worth a try.
