22 years before democracy

Unfortunately, Mr. Pipes neglected to mention the details of what would be happening in Iraq for the 22 years before they achieved democracy, and how those events would encourage democracy, and would he please give us some examples of nations similar in culture to Iraq that have made such a long transition?
