I question whether the end results of this policy would be different for Jews living in Gaza compared to the present Israeli proposal. Moreover, the sight of the Arabs forcing the expulsion of Jews from Gaza brings about my speculation that this won't be a pretty sight.
I understand the merits of your "recommended" solution. I dunno, Dr. Pipes! The end result will likely be the same.
In a perfect world, far, far away, people would leave Israel alone. The Arabs wouldn't make "Israel should...." statements. The Europeans and the US State Department wouldn't make "Israel should...." statements. Academics (hostile or friendly) wouldn't make "Israel should...." statements. People would leave teeny tiny Israel alone to live, prosper and solve problems without harassment. What a wonderful world it would be!
