Who owns the land?

The thing which seems to me to be the crucial issue is: who owns the land on which the settlement is?
Neither side seems to want to address this question.
In rare cases, Arabs say something like "The Jews stole the land from us.", but without specifics or proofs.
The Israelis never address it, except to say something like "God gave it to us in biblical times." or "We won it in the war.", but this is like saying that "We stole it fair and square.".

So Dr. Pipes, who owns the land?
