And both civilizations are older than 5,000 years - plenty of time in which to succeed. So what happened.

Because the crimes they committed were not carried out in a civilian setting - they were crimes committed in a 'theatre of war'. Hence they are under military jurisdiction.

My Answer >>> What is the proof that these people in Guantanamo committed some crimes ? Why should I believe you ? Then again what about those US marines who conducted the massacre in Haditha ? Why were they allowed to flee from Justice ? Why are they not sentenced to death for the cold-blooded murders they committed ?
