so, writing in an objective way, NATO was created with a specific mission. but at the same time, concerning liberalism, NATO was created for the hegemonic power to stabilize the international political system and avoid conflicts...but at the same time, the hegemonic power has most control over the NATO..in this case, it is the US. depending on the theories used to explain the article, NATO can be found as useful or not.

taking it from a neorealist view, NATO is in fact independent of the hegemony,US, and that nations are forced to cooperate. therefore its like cooperation in terms of power - pressured by the Hegemonic power. so, one can conclude that institutions cannot control states' behavior, because they are themselves control by the Hegemony. interests of the nation, and not of the global cooperation organisation.

there can not be cooperation to reduce uncertainty,as though they are in an organisation, they findthemselves in position whereby they do not want to cooperate. it can be argued that cooperation reduces uncertainty(regarding the example of Keohanne of the prisoners' dilemma) and that states will pursuit a personal gain through cooperation. persoanl satisfaction beter with global satisfaction...states seem to be egoistic.
