Come on. You don't have to be an islamic scholar to make political policies. Do politicians learn GITA to formulate policies regarding India or study Buddhism to formaulate policies regarding China, Cambodia, Japan, Burma, etc. Did US/European politicians study Karl Marx to formulate policies against USSR? No, you don't have to be a scholar to understand Islam and its followers.
