Reader comment on item: Does Israel Need a Plan?

As usual your commentary pierces the murk with its common-sense lucidity. I would be grateful for a citation to the Bauer source deflating the Marshall Plan as a cure-all. I do understand the roles of Earhardt and Adenauer, but reading Bauer would be a corrective even so, and an amplification. Thanks.
