What about 9:123: Believers, make war on the infidels... ?

If you are a Muslim, help me understand these passages in the Koran:

9:39 If you do not go to war, He will punish you sternly, and will replace you by other men. You will in no way harm Him: for God has power over all things.

9:123 Believers, make war on the infidels who dwell around you. Deal firmly with them. Know that God is with the righteous.
