Well, from the admiinistration, that's where,over and over and over again.The idea that it is up to us to save the Iraqi population from Saddam Hussein, that his use of chemical weapons against segments of his own society after getting the helicopters and materials from the USA, and that we are helpless to defend ourselves from him either in the Gulf or in any other part of the world . . . None of these alone or in total necessitated a pre-emptive war. The simple solution to the Saddam problem was the same one that worked with the USSR . . . . MAD. If Hussein knew that any use of WMDs would result in the elimination of all 19 of his palaces he would have second thoughts.
