....when it can be used to purchase guns?

In what at first seems like a bizarre and puzzling twist to US pledges of millions to the "Palestinian" war machine, we read the following headline:

"Funding of Palestinian Propaganda By U.N. 'Unacceptable,' Bolton Says"

One wonders, if the UN gave it to them in the name of "school supplies," and THEN they used it for propaganda, would it be ok as has been the case up till now?
