SECURTY COVENANT IS ONLY A SHORT TIME OUT

According to Israeli sources around 50000 PA Arabs live in Israel illegally.Yet they continue to commit acts of terror even though they are not harmed by Israel.Where is the security covenant here? I think that this so called covenant is basically a waiting time until it will be in their favor to attack the nonbelivers in their own countries. We all know that there is no such thing as a peace agreement with Muslims only short or long time out.
