Not just Turkey, India is also an example. India is actually TWO states: Secular state for all others and Islamic state for Muslims.

Muslims in India go by the Shariat law with their own courts etc. So India has legally permitted an Islamic state to exist within a Secular state. This is a contradiction of sorts, but is true!
