One thing to note: They are States that wage war, with earned or unearned means. Their polities don't necessarily do so on their own accord. To varying degrees, this is true of rogue states in the middle east, as well as first-world western states. The governments make the decision to go to war, and not necessarily with the immediate consent of the governed. The election cycle dictates the immediacy impact of voter opinion on the officeholders. In the U.S., this ranges from two to six years. In Iraq, this varies with the lifetime of the dictator.
