It sounds good, but…Reader comment on item: [Lee Harris on Why the U.S. is] Discarding War's Rules Submitted by Alain Jean-Mairet (Switzerland), Jul 22, 2003 at 10:53 While America is indeed able to knock out "fantasist leaders", and while it likely will be able to convince its democratic base to let it use a double standard, it doesn't show great talent in the "rehabilitating" chapter.One can argue that it is not really its duty. That it is good enough to clear the abscess and hope for the best, which seems to be its present policy. But how would this 3-points program look like if we forget the second point? Still better than many other options, but hard to present as the genuine reaction of a highly civilized nation. America foreign policy has an acceptance problem abroad (and in New York), and a starting credibility problem at home (getting worse with each dead US soldier). Both could be solved by some success, or some real effort, in nation-building. That would be a sustainable investment.
