Harris article - discarding war rules

Not a great leap from what he (Harris ) proposes to selective genocide is it? It appears that the fundamentals of survival ( in the historical anthropological sense ) are becoming more acceptable every day. One can see typical "mumi" behaviour playing out across the planet on a daily basis - eg N. Korea. The only remaining question seems to be one of timing.
