The new converts are the most dangerous Muslims. The "moderate" Muslims Daniel refers to, are the majority Muslims in traditional Muslim countries, who have been fed mushy-peas Islam by their clerics for centuries. When the radicals open up to them what Qur'an (and some early hadiths), many are appalled and become secret Christians or agnostics. Others become radicalized, and set off to commit murder in the name of Allah.

A mushy-peas Muslim can be vetted and admitted to the US; but when he enters an Islamic community here, or prison, he is exposed to the radicals. Then it's a crap shoot, whether he converts to the Salafists and becomes a monster, or whether he heads for the spiritual exits.
