I agreee with you - as far as you go.

However, in the grand tradition of 'not letting a good crisis go to waste' I think this tragedy will be allowed, and promoted, to create public greater demand for greater security.

I have already heard on the BBC today that Britain's contribution to efforts to stop this sort of terror event can be its superior electronic information gathering apparatus.

So, indeed, the real problem will not be tackled but it will be allowed to "necessitate" greater surveillance, and other powers, by those establishments you mention.
