The western world should respond to the Islamist threat with reprisals conducted under the legal rubric of ICRC Rule 145. Though many international scholars find reprisals a violation of international law, it remains customary international law and states do engage in reprisals. I would start with our guests at GTMO and then move on to known terrorist sponsors and affiliates and their families. This was the King of Jordan's play book. It should be ours.
