Kudos to the Ka-Ge-Be

Periodically, the US Congress passes laws forbidding its intelligence agencies dealings with people deemed too thuggish. The KGB and Chinese services never labored under any such qualms, and it was unlikely that they'd ever keep a Jimmy Carter in the position of Chief Executive. The KGB also had cultivated sources within Hezbollah and its Iranian sponsors for some time, making it relatively easier for it to pinpoint blame for kidnapping Soviets and get access to Hezbollah vulnerabilities.

I am also of the mind that we'd be in better shape if we were able to terrorize Hezbollah or Taliban leaders from thirty feet rather than whole cities from 30,000. But that can't be done without effective human intelligence, and this is an area in which many concede the USA to be deficient.
