The folly of pre-emptive warnings

On August 2, I received from STEP Notifications, the worldwide travel alert. Frankly I see no point in raising such alarms. The last sentence of the first paragraph is this:

"This Travel Alert expires on August 31, 2013."

What is the point of giving this an ending date? If terrorists are going to attack, they will do so at any time. Basically there's not much anyone can do to pre-empt them. Although we can't live in fear, which is what the enemy wants, even being vigilant can't always prevent terrorist attacks.

Closing an embassy for two days will hardly deter terrorists.
