Easier said than done

Mr. Pipes,

While I support your position on "terrible retribution", what manner of retribution would you suggest against and enemy that simply disappears back into the general populace after it commits its act of terrorism, Would you bomb the city where the embassy is located? ... My particular favorite idea is to cut off all aid to countries where terrorist acts against Americans and American interest are committed and invest that money in Americans who are in need. Until we are ready to declare war on the Islamic countries that we all know are financing the terrorists, that would be the best we could do.
