The solution is so obvious that I don't know why someone hasn't thought of it already. Simply mine the Dome of the Rock, the third most 'holy' site in Islam and the only one that Westerners can readily access. Mine it with the understanding that the murder of a Westerner will result in the immediate destruction of that building. You fight fear with fear and 'hold the building hostage'. How very islamic of us but we learn from the best how to extort required behavior.
