searching four year olds at Heathrow

I was going on an out-bound flight from Heathrow last month when the security lady frisked a toddler (white). i couldnt believe what I was seeing, patting down a four year old child.

WHEN IS THIS ALL GOING TO STOP AS ITS GONE TOO FAR ALREADY???
