Muslims are following the example of their prophet.

Prophet Mohammad was 53 when he married his 3rd wife Aisha (the daughter of his close friend Abu Bakr) when she was 6 or 7 years old and was betrothed to Mohammad. She is supposed to have stayed in her parents' home until the age of 9, when the marriage was consummated.

So that is the example the Muslims follow.
