Why does Israel and the US government fear an open honest investigation under oath if it was an accident?

Obviously many issues and questions remain open. There has never been a Congressional investigation on the attack and a Court of Inquiry conducted for only 4 days over a 10 day period was insufficient.

Why does Israel and the US government fear an open investigation under oath if it was an accident. The Lberty crew has earned this and it been 40 years and time to stae what they want and for the record.

Why fear re-affirming it was an accident?
