Ali always does that

Ali has done the "crazy" twirl for years. People frequently "mock box" with Ali, and he frequently does the "crazy" twirl. The notion that this is evidence of a dark, politically motivated side of Ali is absurd. Had you spent any time researching this, you would have known.
