Use the Carrot & Stick to limit immigration from Africa

I think Europe should definitely use military means if necessary to contain the flood of African immigrants .

But it will not be enough considering those people are desperate and there are plenty of ruthless employers in Europe who would use illegal workers.

Europe and the Occidental world must do something so that those people would not starve in their countries. For example, the present starvation in Niger could have been avoided if last year, locust swarms would have decimated in Mauritania when they were still small and containable and if the Zinder valley (back in Niger) would have been irrigated. To avoid waste,
those projects must be STRICTLY monitored by the payiong governments (NOT BY UN).
