Did 9/11 in fact "more profoundly affect" conservatives than it did liberals?

Dr. Pipes alleges that 9/11 "more profoundly affected" conservatives than it did liberals. I understand his point, but I would put it differently: liberals simply value civil liberties more than national security, and vice versa.
