One time in 1995 I saw a sign at a bank banning all face coverings during the winter. I immediately realized why. You need a face to be seen on camera in case of robbery. This means to enter that bank, you can't be wearing any of the following: ski masks, motorcycle helmets, fighter pilot helmets, balaclavas with ski goggles or.... burqas. In winter, of course you have to protect your face from the cold, but to enter, you remove it. It makes all the sense in the world to ban these items in buildings including airports. So, if you drive a Harrier and land it in a parking space outside my bank, leave the helmet in the pilot's seat. And if you wear a burqa, I wouldn't need your money THAT bad!
