One of the most powerful ways to teach Palestinians the lesson that they can't win is to vastly expand the number of settlements. A hawkish policy can be undone by irresponsible politicians when political winds change, but a sufficient number of Jews living in Judea, Samaria and Gaza will go a long way in burying the risk for territorial surrender.
