In that case:

  • Bush is unaffected, and simply leaves office--without getting impeached
  • If the conflict is drawn out, and President is Obama, the latter will get blamed and Republicans win in 2012
Another option that also works is that Bush is using the other (and derogatory) expansion of NATO--"No Action Talk Only".
