For once I find myself saying beware of your advice in this instance. The Powell phrase that is ringing in everyone's ears about 'if you break it you own it' is so true and always has been. If a new dam is the solution you Yanks had better get on and build it before the old one bursts. No one else will, and regardless of the distance you manage to put between yourselves and the liabilty for the task, it's failure will fall at America's door. Besides, it is surely a critical piece of infrastructure and not social work?
